In the present, there has been an increasing expansion of urban economic growth to regional one. This phenomenon has been promoted by the public policy which encourages the empowerment of the local’s administrative power and promotes the use of locality’s strengths for economic development. In addition, there are other causes of such an expansion; for instance, an expansion of businesses located in a locality to target new customers results in an expansion of businesses to regions; with such an expansion, business competition becomes stronger, so local business people need to improve their knowledge and capacity.

In business administration and economics, to help businesses survive and decide on a basis of understanding the environment in which they compete, accurate information serves as an important element in decision-making. Apart from that, with the empowerment of locality’s administrative power, the public sector needs information in decision-making to formulate plans for local development.

However, creating a source of information or seeking a reliable source can be costly for one organization, particularly small and medium enterprises. Hence, Faculty of Economics has recognized the importance of the mechanism in development of E-san, so it has launched this project.
